Criteria for the American Recovery and Reinvestment Act Projects
- Projects can only be done on roads that are federal-aid eligible. This means they must be classified as Rural Major Collectors and above on the DOTD Highway Functional Classification Map.
- Projects funds must be obligated by March 2, 2010 and abide by the LA DOTD Timeline. Priority will be given to projects that can be completed in three years.
- Projects should have a significant amount of preparatory work already accomplished. Engineering should be at a stage in which the project will be ready to go in one year. Environmental clearance must have been obtained through the National Environmental Protection Act process. The right of way must have been acquired as per the Federal Uniform Relocation Act.
- The sponsoring jurisdiction should be prepared to be responsible to make up the cost of any overages incured if the project is over budget.
- The sponsoring jursidiction should be prepared to be responsible for the federal reporting that will be required of the projects.
